Armenia: the neurosurgeon Marina Khachatryan presented a complaint to national security crime on the use of the vaccine "Gardasil"

On March 25, the neurosurgeon Marina Khachatryan held a press conference, "The national health council" Gevorg Grigoryan, Hayk Ayvazyan, head of the prosecution Pavlik Poladyan and information-analytical center "Light".

1. The Minister of Health signed the decree of January 29, 2019 194A, which has not been published on the official website of the Ministry of Health, therefore, has been kept secret from the public. We have forwarded a request for information to the Ministry of Health to find out where to get the order in question, because no site is published on the official website of the Ministry of Health. In this respect, the body that conducts the procedure is to take action. 

2. By order of the Minister of Health of the Republic of Armenia, the age of the vaccine Gardasel 4 limits were increased to 14-45, which is not expected from the general description of this vaccine, 5-26 years. Violation of the above points seem to be responsible in accordance with Article 308 of the Penal Code, which defines the abuse of official authority.

3. Several individuals and organizations publish misinformation, alarming information and publicity of the vaccine "Gardasil". This is also a violation of the law, there is a violation of the RA Law on Advertising and the RA law on drugs. In particular, "Article 28, paragraph 8 on drugs". The law, which states that it is prohibited in mass media drug advertising recall of the following diseases, the environment for at-risk patients, oncological diseases, etc., which is not observed in this case. "

As noted Marina Khachatryan, on January 29th of this year it was signed the order number 194А, but not have it published on the website of the Ministry of Health, but they and their colleagues have discovered this order by chance. According to the neurosurgeon, it is unclear why this order was kept secret.

According to Khachatryan, according to the US FDA, Gardasil-9 can be used for people over the age of 26, but there are no similar data on Gardasil-4, so it is not clear why the ministry has decided to vaccinate persons under 45 years with Gardasil-4 in Armenia. Instructions to offer the vaccine to vaccinate people aged 9 to 26 years.

In addition, as noted Khachatryan, the network today is actively promoting the Gardasil vaccination, in addition, the vaccine is positioned as anti-cancer, although this is not true: Gardasil fact - antiviral vaccine protects against four strains of human papillomavirus.

As Gevorg Grigoryan noted in turn, the cancer vaccine as such does not exist today.If it had existed, the problem of cancer in the world could be considered solved.

According to experts, the use of Gardasil in people over the age of 26 raises a number of other problems. So, there is evidence that vaccination, if a person is already infected with HPV, can increase the risk of cancer by 40%. In addition, there is evidence that in women aged 25-29 years, vaccination against HPV may be associated with an increased risk of infertility. In addition, so far nothing is known about the possible genetic effects and oncogenes of this vaccine.

As pointed out by Gevorg Grigoryan, the vaccine has been started to be applied in 2006 and have not yet passed 20 years to evaluate the efficacy and long term safety.According to a specialist, the data currently available are not sufficient.

Gevorg Grigoryan proposed to organize public debates in Parliament on Gardasil, which will help all parties better understand the problems with Gardasil. On March 22, Marina Khachatryan has applied to the National Security Service with a report on possible crimes related to the use of Gardasil-4 in Armenia.

According to Marina Khachatryan, the use of Gardasil can actually be a matter of national security, because women of reproductive age are vaccinated and reproductive health, mortality and cancer are directly linked to national security.

Report crime:

On 17 March 2016, according to the decree N10 of the Republic of Armenia Government, it was approved on the national immunization schedule. In accordance with Appendix 3 of the Decision, the vaccine against the human papillomavirus (the "MVP") will be given only to girls under 13. It was stated that the vaccine "Gardasil-4" (or quaternary beardardillus gardenicill) will be used in Armenia.

In 2017, the GAVI Foundation donated 32,400 doses of "Gardasel -4" to the Republic of Armenia from which about 2,000 doses have been spent. The rest of the remaining 30,000 doses of Gardassil is 12 October 2019 (see document N1).

Responding to the request of Marina Khachatryan on 20.06.2018, the Ministry of Health of the Republic of Armenia made it clear that in 2019 will buy a new "Gardassel -4" batch for each of which $ 4.5 will be paid by public funds (Gardassil - the market price is about $ 100) (see document N2).

The Ministry of Health of the Republic of Armenia issued a "national guideline on infection with human papillomavirus" by 2017. Taking the above, we arrive at the following conclusions:

1. The Minister of Health of the Republic of Armenia signed January 29, 2019 Order 194-A (in the video), which has not been published on the official website of the Ministry of Health and then was kept secret from the public.

2. The order of the Minister of Health added: "the age of 4 Gardasil" vaccine (14-45 years), which is not in "Gardasil 4" general description (9-26 years) and the Food Agency and Drug Administration (FDA) publications.

3. Several individuals and organizations publish misinformation, alarming information and publicity of the vaccine "Gardasil".

4. Despite the Guardian-4 vaccine provided by GAVI Foundation in Armenia in 2017 has been sold and lasts until 12 October 2019, however, a new batch of vaccine "Gardassil-4".

5. Decree N 1000-N of the Government of the Republic of Armenia 8 August 2003 "Approval of the strategy for the protection of health of mothers and children from 2003 to 2015" 3.4. (Breast, cervical) cancer should be reduced by 2015 by at least 30% according to the first paragraph. However, according to data published by the Ministry of Health of the RA, the cases of cervical cancer not only have been reduced, but even increased. Consequently, the strategy approved by the government of the Republic of Armenia has not been met and the resources allocated for the implementation of the strategy have been spent for untargeted purposes.

Taking into account the above, we demand the immediate initiation of criminal proceedings for all crimes committed and committed and to call all those who are guilty of such illegal
