Austria, Minister Beate Hartinger-Klein Health: Vaccination remains an individual decision for respect for human rights

Because measles has become more widespread in Austria, there is an increase in the number of votes that require vaccination.

Health Minister Beate Hartinger-Klein rejects - in reference
to human rightsMeasles is back. Because in Klagenfurt also the public traffic was stopped because a bus driver was sick, it was again violently discussed due to mandatory vaccination for this dangerous viral disease. Minister of Health Beate Hartinger-Klein (FPÖ) do not think about it. Measles is rampant. In Italy there is a mandatory vaccination in Germany is discussed. The Austrian Ombudsman asks for a vaccination requirement. According to her, it is a remedy to stop the epidemic of measles?

Beate Hartinger-Klein: We outbreak of measles in Austria. This year there were 96 cases of measles. In 2015, there were 309 cases, significantly less in subsequent years. The inoculation rate in 2017/18 was 95% for children aged between 2 and 5 years.

And after the second vaccination?

In the second immunization, we are 85 percent, this rate must increase. However, one must say that after the first immunization there is a 95% vaccine protection. I rely on education and not on vaccination. It's a human right to determine whether to get vaccinated. Unless there is not really an epidemic, but we are very far from that.

But human rights and self-determination shall also apply in Italy and not only in Austria. Dov '

UNICEF, the Children's Fund of the United Nations that deals with tests based on vaccination trials, is opposed to vaccination because it is counterproductive. The requirement to vaccinate can also trigger the opposite. In Italy, the vaccination rate is actually decreased after the introduction of compulsory vaccination. And what does Germany, does not think it makes sense. Especially the idea that punishment is payable if someone is not vaccinated. The German Ethics Council ruled against compulsory vaccination The Austrian Medical Association, there are also medical specialists, it is very good for a vaccination. The Medical Association is an association and not a scientific institution.

The medical association certainly has other interests. I asked the President to ensure that all his colleagues in the field of private practice are vaccinated and that their staff are vaccinated. They should implement it. After all, you have a model after all.

What do you think of the requirement to introduce a duty to vaccinate health care workers?

They are for education. However, as employers, when hiring new staff, countries can inquire about the status of people vaccinated. Anyone who needs a vaccine but do not want to do it will not be admitted. Salzburg and Styria do so. There are other ways to vaccinate people, as the benefits for the mother and for the child. The mother-child passport is a diagnostic and educational tool. And this should remain so. Moreover, it is difficult to get anything, because the vaccination rate is still high for children. The problem is with the second vaccine and older children.

Otherwise, the FPÖ is not always so reserved when it comes to establishing new and stricter rules. Freedom is always for self-determination, this is one of our most important principles. Of course, if necessary, we will settle things. But here the Enlightenment is most important.

How should your education campaign?

Once doctors are required, especially pediatricians. And of course the medical association, because there are some pediatricians who are not so much for vaccination. In addition, the Regulation on schools §66a has been modified so that school doctors have the right to get vaccinated. Even occupational physicians and company doctors can make a contribution. There will be a campaign with the Chamber of Commerce.

The Austrian health care system is a large yard. What is the next step after the merger of health insurance companies?

The basis for all further steps is the merger of health insurance companies. Social security also contributes significantly to the financing of hospitals. Now the coordination between primary care physicians, ambulances and hospital care must improve. Austria currently many hospital beds, but deficits in the private sector.Currently under construction are the primary medical centers, then there is an end-to-end hospital system. People should get there and where to seek treatment makes the most sense for them.

How right the Austrian health care system in general?

Those who live in the central area have much better access to medicine than people living in the countryside. People are much more mobile and what has changed, making it easier access to health care. The Social Security now has the same benefits for equal contributions. Speakers are started some time ago, the advantages of unifying. In some areas, especially in healing remedies. But not for the great things about the fees of doctors, and not with medical approvals high level. But there are still many health insurance companies with different benefits. Differences between public employees insurance, commercial insurance and the Austrian Health Insurance Fund are considerable. Yes, nothing will change in this legislative period, the next you think about it. Now I am glad that we have reduced from 21 to five funds. To merge the regional health insurance funds Austrian health insurance - no one has ever discussed before.
